Intermediate Public Exams 2012 -Time Table
Board of Intermediate Education (BIEAP), Government of Andhra Pradesh has announced Public Examination Schedule and Time Table 2012 for Intermediate First Year and Second Year Courses for the academic year 2011-12. The Intermediate education minister, Pardha Sarathi has announced official schedule for Intermediate Public Examinations to be started from 2nd March 2012 and closed on 21st March 2012. Intermediate First year public exams will start from 2nd March 2012 and Second Year exams will commence from a day later (3rd March 2012). Environmental Education examination will be held on 31st January 2011. Practical Examinations for Intermediate second year students will start from 3rd February and will end on 24th February 2012. Following is the detailed time table and schedule for Intermediate Public Examinations. Candidates can download Inter hall tickets from www.bieap.gov.in/halldata.html . Official link for hall tickets checking and download of district wise hall tickets of IPE 2012 (first / second year) is provided at the end of the post:

Indo-French Joint Military Training : Ex Shakti – 11
Exercise Shakti – 11 the first ever Indo-French exercise between the two nations which aimed not only at training troops in Counter Terrorist Operations but also in enhancing defence cooperation and military relations between the two nations. It has provided an ideal platform for the personnel of the two countries to share their experiences on counter terrorist operations; especially in mountainous terrain. The exercise was conducted in the areas adjoining the salubrious town of Ranikhet which provided an excellent opportunity for the contingents of the two countries to practice and rehearse drills and procedures related to operations in this rugged terrain.
The activities conducted during training includes familiarization with weapons & equipment being used by both the countries, introduction to the organization, concept and basic tactics at infantry company and platoon level and modalities of conducting complex operations like Area Domination Patrols, Cordon and Search operations and Search and Destroy Operations in counter insurgency environment. Personnel from the French contingent also got a chance to fire infantry weapons being used by the Indian Army during day as well as night.
The training culminated in a 48 hours Consolidation Exercise in which troops of both nations carried out a daring Search and Destroy Operation in the general area of Pilkholi village on the outskirts of Ranikhet. The troops had reached the area of operations after a grueling march throughout the night of 20th Oct 11 and thereafter carried out a precise, well coordinated and executed operation to neutralize the 2 terrorists hiding in the dense forests of Pilkholi. The search and destroy mission included clearing and destruction of a terrorist hideout, employment of the Quick Reaction Teams to neutralize escaping terrorists and carrying out a thorough search of the dense forest. The highlight of the event was an audacious and surgical Raid by heliborne commandoes of both armies on a simulated target. The commandoes of the French Army also employed their Paragliding skills and laid effective stops by employing three paragliding commandoes during the raid. The final phase of the exercise was reviewed by Brigadier General Herve Wattecamps and Colonel Bertrand Lavaux as representatives of France and Major General Rajesh Arya, Vishishtha Seva Medal, General Officer Commanding, 6 Mountain Division and Brigadier A K Yadav, Commander, 99 Mountain Brigade representing India.
The General Officer Commanding during the interaction with the press, said 'During the course of training, besides honing their counter terrorism skills and sharing their experiences on the Counter Insurgency/ Counter Terrorist operations, the troops developed a remarkable mutual understanding and inter-operability that will further strengthen relations between our two great armies.' The General Officer declared the exercise an 'unprecedented success'.

THE ROLE OF KALAIGNAR TV
One of the companies named by the CBI in the 2G scam - Swan Telecom - allegedly sent Mr Raja a Rs. 214-crore kickback that was routed through a maze of companies but rested finally with Kalaignar TV channel in Chennai that is owned mainly by Kanimozhi and Dayalu Ammal. Together, they have 80% stake in the company. Sharad Kumar, the Managing Director of Kalaignar TV, owns the balance and has also been accused of conspiring with Mr Raja.

The Jan Lokpal Bill (Citizen's ombudsman Bill) is a draft anti-corruption bill drawn up by prominent civil society activists seeking the appointment of a Jan Lokpal, an independent body that would investigate corruption cases, complete the investigation within a year and envisages trial in the case getting over in the next one year.
Drafted by Justice Santosh Hegde (former Supreme Court Judge and former Lokayukta of Karnataka), Prashant Bhushan (Supreme Court Lawyer) and Arvind Kejriwal (RTI activist), the draft Bill envisages a system where a corrupt person found guilty would go to jail within two years of the complaint being made and his ill-gotten wealth being confiscated. It also seeks power to the Jan Lokpal to prosecute politicians and bureaucrats without government permission.
Retired IPS officer Kiran Bedi and other known people like Swami Agnivesh, Sri Sri Ravi Shankar, Anna Hazare and Mallika Sarabhai are also part of the movement, called India Against Corruption. Its website describes the movement as "an expression of collective anger of people of India against corruption. We have all come together to force/request/persuade/pressurize the Government to enact the Jan Lokpal Bill. We feel that if this Bill were enacted it would create an effective deterrence against corruption."
Anna Hazare, anti-corruption crusader, went on a fast-unto-death in April, demanding that this Bill, drafted by the civil society, be adopted. Four days into his fast, the government agreed to set up a joint committee with an equal number of members from the government and civil society side to draft the Lokpal Bill together. The two sides met several times but could not agree on fundamental elements like including the PM under the purview of the Lokpal. Eventually, both sides drafted their own version of the Bill.
The government has introduced its version in Parliament in this session. Team Anna is up in arms and calls the government version the "Joke Pal Bill." Anna Hazare declared that he would begin another fast in Delhi on August 16. Hours before he was to begin his hunger strike, the Delhi Police detained and later arrested him. There are widespread protests all over the country against his arrest.
The website of the India Against Corruption movement calls the Lokpal Bill of the government an "eyewash" and has on it a critique of that government Bill.
A look at the salient features of Jan Lokpal Bill:
1. An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up
2. Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.
3. Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.
4. The loss that a corrupt person caused to the government will be recovered at the time of conviction.
5. How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.
6. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month's time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.
7. But won't the government appoint corrupt and weak people as Lokpal members? That won't be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.
8. What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.
9. What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.
10. It will be the duty of the Lokpal to provide protection to those who are being victimized for raising their voice against corruption.

Vijay Mallya’s White House In The Sky
BANGALORE: Mumbai can boast of Mukesh Ambani's $1 billion Antilla, Delhi has its Lutyens' patch, and now Bengaluru gets a billionaire's wonder – a White House in the sky.
Kingfisher Towers-Residences at UB City, the new home of India's flamboyant business tycoon, Vijay Mallya, as well as other billionaires is under way and will be completed in the next three years.
TOI, in its July 11, 2008, edition, was the first to break the news that Vijay Mallya was razing down his ancestral home on Vittal Mallya Road to make way for a ultra-high end 34-storey millionaires ' paradise on top of which he would have a penthouse.
Now, TOI gets you the first-ever visuals and details of Vijay Mallya's 'White House in the sky'. In all probability, Mallya will be the only man in the city who can boast of having a 1-acre parcel of land that's situated in the sky, and not on the ground below.
ABODE OF MILLIONAIRES
Situated in the heart of Bangalore city, Kingfisher Towers has around 82 apartments split in three blocks, of which only 72 are for sale. Of the saleable units, 30 are Mallya's and the rest are with Prestige. The remaining 10 unsold units are to be spilt among members of Mallya's family.
There are five points of entry to the apartments, but to begin with, only two will be used. While the millionaire residents will be using the Kasturba Road Cross entry, Mallya has a separate entry from Vittal Mallya Road, which incidentally, is the same entry as that of his old house. The separate entry, which is adorned on one side by a 39,000 sqft private garden, leads Mallya to his personal lobby, a home-office, and a private lift to the penthouse. Each of the other apartments is 8,000 sqft and begins at Rs 20 crore. The apartments begin only from the 5th floor, and as one goes higher, the price increases. The first four floors, along with two floors in the basement, have been reserved for car parking. While each resident would be getting around 3- 5 car parks, Mallya gets to have a car park area that can accommodate around 100 cars. Mallya will also have a designated area where he will be showcasing his collection of vintage cars.
Initially, the project was to have around 100 units in three different sizes, but the plans were changed to have apartments of one size of 8,000 sqft. It is learnt that many of the millionaire buyers didn't like the idea of there being different apartment sizes as such a scenario would result in ego clashes among them.
TOI has learnt that while Prestige have sold out their share of the apartments, Mallya has just begun the process of selling. Kingfisher Towers might well be the only apartment building in Bangalore, where maids would get their own personal lift and lobby area, which would lead in to their private living quarters.
The luxury project has a 6,000-sqft clubhouse and garden on the 5th floor, a similar sized swimming pool area on the 10th floor, a badminton court on the 15th floor, and party hall and terrace garden on the 25th floor. There is also a 25,000-sqft common garden area for residents that is situated along the entry.
MALLYA'S PENTHOUSE
Situated on the 33rd and 34th floors of the building, Mallya's penthouse sits on one-acre, which is supported by the three blocks 32 storeys high. The penthouse, split in two levels, will have a built-up area of around 40,000 sqft, and would boast a wine cellar, an indoor heated pool, an outdoor infinity pool, a gym, a salon and a spa, to name a few. The roof of the penthouse will have a helipad and, of course, the stars above.

In 2008, Vijay Mallya, chairman, UB Group, decided to raze down his 4.5-acre ancestral home to make way for a luxury high-rise, on top of which he would build a penthouse for himself. But, the project was kept under wraps, and Mallya had denied to TOI that such an idea was even being conceptualized.
Once upon a time, the entire land parcel, which now houses UB City, and the upcoming Kingfisher Towers, comprised a brewery which belonged to the UB Group. The land parcel in front of UB City on which the J W Marriott hotel is being built was also part of the brewery.
In September 2009, while briefing shareholders at the 93 rd annual general meeting of United Breweries (holdings ) Limited, the parent company of the UB Group, Mallya had said, "We have got permission to develop an additional 500,000 sqft of space in UB City. This has come about due to changes in the zonal regulations of the area, which has resulted in an increase in the floor area ratio (FAR)."
While Mallya didn't comment further on the subject, UB Group CFO, Ravi Nedungadi, had then said, "There are plans of building a highend apartment."
Then in 2010, while declaring the fourth quarter results of United Breweries Holdings, Mallya himself announced that he had "executed a joint development agreement with a developer on 26 th April 2010, for the development of a luxury residential building in the available land in UB City". The developer was none other than Prestige Group. He also mentioned that the joint development would be in the ratio of 55% to UB and 45% to Prestige.
Meanwhile, Prestige Group, which owns the Oakwood Premier Prestige Serviced Residences in UB City, began renovation work on 46 serviced apartments, situated on the top two floors of the hotel, which would be the temporary address for Mallya and his family, until Kingfisher Towers- Residences at UB City is built.

Knowledge About TAXES IN INDIA
Value Added Tax
VAT is the indirect tax on the consumption of the goods, paid by its original producers upon the change in goods or upon the transfer of the goods to its ultimate consumers. It is based on the value of the goods, added by the transferor. It is the tax in relation to the difference of the value added by the transferor and not just a profit.
All over the world, VAT is payable on the goods and services as they form a part of national GDP. It means every seller of goods and service provider charges the tax after availing the input tax credit. It is the form of collecting sales tax under which tax is collected in each stage on the value added of the goods. In practice, the dealer charges the tax on the full price of the goods, sold to the consumer and at every end of the tax period reduces the tax collected on sale and tax charged to him by the dealers from whom he purchased the goods and deposits such amount of tax in government treasury.
Method of Collection
There are two methods for collection of VAT in India. In the first method, tax is charged separately on the basis of the tax which is paid on purchase, and the tax that is payable on the sale (shown separately in the invoice). Therefore, the difference between the tax paid on purchase and the tax payable on sale as per the invoice is the VAT.
In the second method, tax is collected and charged on the aggregate value of the tax payable on sale and purchase, by applying the rate of tax applicable to the goods. Therefore, the difference between the sale price and purchase price would be VAT. It means VAT is the tax which consumers ultimately face, which is collected at each stage.
Sales tax is levied on the sale of a commodity, which is produced or imported and sold for the first time. If the product is sold subsequently without being processed further, it is exempt from sales tax.
Sales Tax is a levy on purchase and sale of goods in India and is levied under the authority of both Central Legislation (Central Sales Tax) and State Governments Legislations (Sales Tax). The government levies Sales Tax principally on intra-state sale of goods. States also levy tax on transactions which are "deemed sales" like works contracts and leases.
In addition to Sales Tax, some states also levy additional tax, surcharge, turnover tax and the like. Ordinarily, Sales tax is recovered from the buyer as a part of consideration for sale of goods.
Sales tax is paid by every dealer on the sale of any goods made by him in the course of inter-state trade or commerce, despite the fact that no liability to tax is raised on the sale of goods under the tax laws of the appropriate state.
Sales Tax ID number
A state Sales Tax ID number is essentially a business version of your Social Security number, under which you collect and pay tax for any service or product you sell, which in turn, qualifies for taxation in your state.
The rule of thumb for Sales Tax is that most services are exempt and most products are taxable except for food and drugs, though recent history reflects that states have been gradually adding to the list of services that are taxable.
Service Tax
Service tax is a tax levied on services rendered by a person and the responsibility of payment of the tax is cast on the service provider. It is an indirect tax as it can be recovered from the service receiver by the service provider in course of his business transactions. Service Tax was introduced in India in 1994 by Chapter V of the Finance Act, 1994 . It was imposed on a initial set of three services in 1994 and the scope of the service tax has since been expanded continuously by subsequent Finance Acts. The Finance Act, extends the levy of service tax to the whole of India, except the State of Jammu & Kashmir.
The Central Board of Excise & Customs (CBEC) under Department of Revenue in the Ministry of Finance, deals with the task of formulation of policy concerning levy and collection of Service Tax. In exercise of the powers conferred, the Central Government makes service tax rules for the purpose of the assessment and collection of service tax. The Service Tax is being administered by various Central Excise Commissionerates, working under the Central Board of Excise & Customs. There are six Commissionerates located at metropolitan cities of Delhi, Mumbai, Kolkata, Chennai, Ahmedabad and Bangalore which deal exclusively with work related to Service Tax. Directorate of Service Tax at Mumbai over sees the activities at the field level for technical and policy level coordination.
Registration
- A person liable to pay service tax should file an application for registration within thirty days from the date on which the service tax on particular taxable service comes into effect or within thirty days from the commencement of his activity.
- Every service provider of a taxable service is required to take registration by filing the Form ST-1 (External website that opens in a new window) in duplicate with the jurisdictional Central Excise Office (External website that opens in a new window).
- A 'registered' service provider is referred to as an 'assessee'.
- A single registration is sufficient even when an assessee is providing more than one taxable services. However, he has to mention all the services being provided by him in the application for registration and the field office shall make suitable entries/endorsements in the registration certificate.
- A fresh registration is required to be obtained in case of transfer of business to another person.
- Any registered assessee when ceases to provide the taxable service shall surrender the registration certificate immediately.
- In case a registered assessee starts providing any new service from the same premises, he need not apply for a fresh registration. He can simply fill in the Form S.T.1 for necessary amendments he desires to make in his existing information. The new form may be submitted to the jurisdictional Superintendent for necessary endorsement of the new service category in his Registration certificate.
In case of Individuals or Proprietary Concerns and Partnership Firm, service tax is to be paid on quarterly basis. The due date for payment of service tax is the 5th of the month immediately following the respective quarter. (Quarters are : April to June, July to September, October to December and January to March). However, payment for the last quarter i.e. January to March is required to be made by 31st of March itself. In case of any other category of service provider than specified above, service tax is to be paid on a monthly basis, by the 5th of the following month. However, payment for the month of March is required to be made by 31st of March itself. Service tax is to be paid on the amount realized / received by the assessee during the relevant period ( i.e. a month or a quarter as the case may be).
The unique feature of Service Tax is reliance on collection of tax, primarily through voluntary compliance. System of self-assessment of Service Tax Returns by service tax assesses was introduced w.e.f. 01.04.2001. The jurisdictional Superintendent of Central Excise is authorized to cross verify the correctness of self assessed returns. Tax returns are expected to be filed half yearly. Central Excise officers are authorized to conduct surveys to bring the prospective service tax assesses under the tax net.
Service tax is payable @ 10% of the 'gross amount' charged by the service provider for providing such taxable service. The Education Cess is payable @ 2%, and Secondary and Higher Education Cess payable @ 1% of the service tax payable.
Service Tax Exemptions
The Central Government can grant partial or total exemption by issuing an exemption notification. But it cannot be granted by the Government with retrospective effect. The general exemptions are :-
- Small service providers whose turnover is less than Rs.4 lakhs per annum are exempt from service tax.
- There is no service tax on export of services.
- Services provided to UN and International Agencies and supplies to SEZ(Special Economic Zones) are exempt from service tax.
- Service tax is not payable on value of goods and material supplied while providing services. Such exclusion is permissible only if Cenvat credit on such goods and material is not taken.
Wealth Tax
The Wealth Tax Act is an important direct tax legislation, which came into existence on 1 st April 1957. Wealth tax is levied on the benefits derived from property ownership. The tax is to be paid year after year on the same property on its market value, whether or not such property yield any income.
An assessee or a person, who is liable to pay wealth tax under the Wealth Tax Act, includes legal envoy, perpetrator or administrator of a deceased person and a person deemed to be an agent of a non-resident. Under the Act, tax is charged on the following persons in respect of the wealth held by them during the assessment year:
- A company.
- A Hindu Undivided Family (HUF), which is a type of assessee recognised under the Act, consisting of all persons lineally descended from a common ancestor and deriving income from joint family corpus. Hindu, Jain, Buddhist, and Sikh families have been so recognised.
- An association of persons or a body of individuals.
- Non-corporative taxpayers whose accounts are to be statutorily audited.

Chargeability to tax also depends upon the residential status of the assessee and the citizenship of a person.
It may be noted here that productive assets like shares, debentures, bank deposits and investments in mutual funds are exempt from wealth tax. The non-productive assets include jewellery, bullion, motorcars, aircraft, urban land, etc. Foreign nationals are exempt from wealth tax on non-Indian assets. Income tax is a tax paid to the central government on personal income. It is the direct tax paid on income by an individual or a company/firm within a given financial year. The Indian Income Tax department is governed by the Central Board for Direct Taxes (CBDT)and is part of the Department of Revenue under the Ministry of Finance , Government of India.

The Income Tax Act, 1961 as amended by Finance Act 2010 , under Section 139 makes it obligatory upon any person to file return if the person's total income or the total income of any other person in respect of which he is assessable under this Act during the previous year exceeded the maximum amount which is not chargeable to income-tax.
Provided that a person referred to, who is not required to furnish a return under this sub-section and residing in such area as may be specified by notification in the Official Gazette, and who during the previous year incurs an expenditure of fifty thousand rupees or more towards consumption of electricity or at any time during the previous year fulfils any one of the following conditions, namely:
- is in occupation of an immovable property exceeding a specified floor area, whether by way of ownership, tenancy or otherwise, as may be specified; or
- is the owner or the lessee of a motor vehicle other than a two-wheeled motor vehicle, whether having any detachable side car having extra wheel attached to such two-wheeled motor vehicle or not; or
- has incurred expenditure for himself or any other person on travel to any foreign country; or
- is the holder of a credit card, not being an "add-on" card, issued by any bank or institution; or
- is a member of a club where entrance fee charged is twenty-five thousand rupees or more.
The tax liability to be computed for AY 2012 -2013 is as per the under:-
(i) In case of individuals (other than women and individuals who are of the age of 60 years or more at any time during the financial year 2011-12) -
